“Last fall, many close friends of Tiffany Hill and members of the Clark County law enforcement community attended a documentary about the life of Tiffany Hill, the young Vancouver mother who was murdered by her estranged husband.” wrote Senator Lynda Wilson on Facebook. “Tiffany’s tragic death led to the passage of the Tiffany Hill Act, a bill I created to provide real-time electronic monitoring of domestic violence victims.

“This important piece did a fantastic job showing what a great person Tiffany Hill was,” wrote Wilson. “Although she may be gone, she continues to serve and I am so grateful for the opportunity to meet her through her amazing friends.”

Senate Draft 5149 was passed unanimously by the Senate on March 9, 2020, bringing final approval of the Tiffany Hill Act. It was later legally signed by Governor Jay Inslee. The law, named after the 35-year-old mother of three, aims to encourage real-time electronic notification of victims of domestic violence and related crimes when their perpetrator or attacker is nearby.

Wilson first introduced the bill in 2018, promoting the use of electronic surveillance technology to notify victims of domestic violence and related crimes in real time when their perpetrator or attacker is nearby. She renamed the legislation the following year in honor of Hill, a former Marine Corps sergeant, who was fatally shot by her estranged husband while parking with her mother and three children at her elementary school in Hazel Dell.

Had the bill been incorporated into law before Hill’s death, the technology would have alerted Hill that her perpetrator was nearby and allowed her to take countermeasures – something the protection warrant she received from a Clark County court , couldn’t do.

“The concept is simple: if the perpetrator or stalker gets closer than the court allows, you will receive a warning on your phone. The Tiffany Hill story makes it even easier to understand how this can benefit any number of thousands of people who receive injunctions each year, “said Wilson after the bill was passed.
