Russ was born in Jamestown, NY, to Gail and Margaret Hartley. The family traveled to the west coast and settled in Eugene, Oregon, where he attended and graduated from Eugene High School and the University of Oregon.

With a degree in business administration, he began his career at Security Pacific Bank in Los Angeles, followed by the 1st National Bank of Oregon, the 1st Independent Bank in Vancouver, Washington, and finally was the founder and president of the Heritage Bank in Camas, Washington .

In Van Nuys, California, he met his 57-year-old wife, Diane Walgren Hartley, and married her.

He is survived by Diane; Son Keith Hartley of Sweet Home, Oregon; Daughter Susan Ward of Spokane Valley, Washington and three grandchildren, Steven Bartels, Sarah Cortez, Alek Hartley; and brother Ron Hartley of Green Valley.

Russ, a huge Oregon Duck fan, enjoyed life with family and friends and taught us to play, enjoyed planes, all kinds of boats, white water rafting, water and snow, skiing, lots of RV adventures, golf, motorcycles, was a walking tour guide for GVR and has traveled here and abroad.

He was a member of the Valley Presbyterian Church. There will be a celebration of life ministry in the future. Monuments can be given to the Valley Presbyterian Church in Green Valley, AZ.
